North Carolina Prohibits Federal Reserve CBDC Testing

North Carolina's State Assembly has passed a bill banning state participation in the Federal Reserve's central bank digital currency (CBDC) testing. The Senate voted 27-17 in favor of House Bill 690, overriding Governor Cooper’s veto. The bill prohibits CBDC payments to state governments and state involvement in CBDC testing, with Cooper calling the bill premature. Spler of the Blockchain Association criticized Cooper, stating he missed a chance to show the state's opposition to CBDCs. The U.S. House of Representatives also passed the CBDC Anti-Surveillance State Act, blocking the Federal Reserve from issuing CBDCs to individuals
